China's Yangtze Basin Water Reuse Push: 12 Billion Dollars by 2030
A Holistic Basin-Scale Approach
A supplementary protocol to the 14th Five-Year Plan, jointly drafted by China's Ministry of Ecology and Environment (MEE) and Ministry of Water Resources, aims to lift wastewater reuse capacity in the Yangtze River basin from 6.2 million to more than 18 million cubic meters per day by 2030. Total investment is expected in the 12 billion dollar range.
A Three-Pillar Strategy
The plan is built on three pillars: making urban wastewater reuse mandatory, closing the water loop in industrial parks, and standardizing the use of advanced treated water in agricultural irrigation. Reuse rates in major metropolitan areas such as Shanghai, Wuhan, Chongqing and Nanjing are projected to exceed 40 percent by 2030.
Reducing the Pollutant Load
The Yangtze basin accounts for roughly 4 percent of the global economy and is China's most populated and industrialized region. The plan targets a 30 percent reduction in total nitrogen and phosphorus load discharged into the basin by 2030. Meeting that target requires process upgrades at more than 1,400 existing plants, the construction of 280 new plants and 50 new micropollutant monitoring stations.
The Industrial Park Model
China's "industrial park centralized wastewater management" model, piloted over the past decade, is now being standardized. Within parks, the plan rolls out:
- Mandatory shared advanced treatment plants
- Online monitoring based on color and conductivity
- Reuse of recycled water as process water
- Centralized sludge management with energy recovery
Standardization in Agricultural Irrigation
China is one of the world's largest consumers of agricultural irrigation water. The plan updates the national standard for using advanced treated municipal wastewater in irrigation. Alongside tighter limits for pathogens, heavy metals and microplastics, a 15 percent discount on agricultural input credits is on the table to encourage farmers to switch to recycled water.
Global Supply Chain Impact
The plan will trigger a demand wave in the global membrane, ozonation and activated carbon markets. Sector analysts expect upward pressure of 8 to 12 percent on global reverse osmosis membrane prices over the next three years. For Turkish EPC firms importing membranes, taking an early position on price visibility is critical.
