Brazil Commits 8 Billion Reais to Wastewater Management in the Amazon Basin
A Basin-Scale Structural Investment Program
The Brazilian federal government has approved a comprehensive wastewater infrastructure program covering the Amazon basin. Running from 2026 to 2034, the 8 billion reais program targets a doubling of advanced treatment capacity across ten metropolitan areas. Manaus and Belém top the priority list.
The program is positioned as the Amazon component of the "Marco Legal do Saneamento" framework, the most important pillar of Brazil's water infrastructure reform, which mandates drinking water access for 99 percent of the population and sewerage service for 90 percent by 2033.
Sensitivity Profile of the Basin
The Amazon basin is one of the most critical links in the global water cycle. The evapotranspiration capacity of the rainforest plays a defining role in the water cycle of the continent and, in part, the global climate. Some 35 million people live in the basin, and 47 percent of them lack access to centralized sewerage.
Weaknesses of the current infrastructure:
- 65 percent of municipal wastewater is discharged untreated to receiving waters
- Industrial discharge monitoring infrastructure has limited capacity
- Combined sewer overflows are routine during the rainy season
- Mercury contamination from mining is observed in southern tributaries

The Manaus Project: A Major Urban Investment
Manaus, with 2.2 million people, is the most populous metropolitan area in the Amazon basin. Existing wastewater treatment serves only 22 percent of the population. Three new advanced treatment plants will be built under the program for a total of 2.4 billion reais.

Belém Port City Project
On the Atlantic coast, Belém has a unique profile shaped by both population and port activity. The program allocates 1.8 billion reais for two new treatment plants and 280 kilometers of collector lines. New port wastewater management infrastructure is being built to international ship discharge standards.
A Separate Framework for Mining Contamination
Beyond municipal wastewater, the program has a dedicated component for mining-related mercury and cyanide contamination. Contamination from illegal gold mining (garimpo) poses a longer-term risk to the basin's ecosystem than urban wastewater. The program includes:
- Satellite monitoring infrastructure to trace contamination
- A community-led oversight network
- Capacity-building for contaminated sediment cleanup
This component is being run in partnership with the environmental agency IBAMA and the Federal Police, with annual funding of 320 million reais.
International Financing Structure

- World Bank and Inter-American Development Bank: 2.4 billion reais
- Federal treasury transfer: 1.6 billion reais
