A Comprehensive Renewal Program for the Black Sea Coast

Ilbank has announced a 9 billion lira modernization program covering urban wastewater infrastructure along the Black Sea coast. Spanning 2026 through 2032, the plan foresees renewal of 22 municipal treatment plants in Trabzon, Samsun, Ordu, Rize and Giresun. The core aim is to bring discharge quality to the Black Sea in line with the EU Urban Wastewater Treatment Directive norms.

The Black Sea, alongside the Mediterranean basin, is one of the regions where Turkey's international marine governance obligations are most concentrated. The 1992 Bucharest Convention and subsequent protocols mandate common discharge quality standards for coastal states.

Existing Infrastructure Profile

A significant share of municipal treatment plants on the Black Sea coast were commissioned between 1990 and 2010. Main weaknesses of the existing profile:

  • Half of the plants are at primary treatment capacity only
  • Capacity design adapted to seasonal tourism load is weak
  • A significant share of marine outfall diffusers are past their renewal cycle
  • Modern infrastructure for stormwater overflows is inadequate

The region's geography brings particular challenges to wastewater management. High rainfall regimes, steep topography and dense point-source discharge structures push the resilience threshold of collector and pumping infrastructure upward.

Components of the Modernization Program

Investment breakdown of the 9 billion lira program:

  • Transition to advanced biological treatment at existing plants: 4.8 billion lira
  • Micropollutant removal (fourth stage) integration: 1.4 billion lira
  • Collector line and pumping station renewal: 1.8 billion lira
  • Marine outfall diffuser renewal: 480 million lira
  • Digital monitoring and oversight infrastructure: 320 million lira
  • Stormwater overflow management systems: 220 million lira

The program adopts MBR combined with advanced tertiary treatment as standard technology at most plants. Ozonation combined with granular activated carbon stands out for micropollutant removal.

The Trabzon Pilot Project

The flagship project is the Trabzon Central Wastewater Treatment Plant, which will host Turkey's first full-scale fourth-stage application for micropollutant removal. The plant is financed with EU IPA fund support; total investment stands at 1.2 billion lira. Commissioning is scheduled for the first quarter of 2028.

Technical features of the plant:

  • Capacity: 180,000 m³/day
  • First and second stages: advanced biological treatment + nitrification-denitrification
  • Third stage: ultrafiltration membrane
  • Fourth stage: ozone + granular activated carbon
  • Sludge processing: anaerobic digestion + energy recovery

Once commissioned, the plant will generate 14 GWh of energy annually, covering a significant share of operational energy consumption.

Cross-Border Connections

A common platform is being established with Bulgaria, Romania and Georgia for sharing wastewater monitoring data on the Black Sea. The platform goes beyond information sharing to lay the ground for basin-based common treatment standards. The Turkish Ministry of Environment signed the protocol with the Black Sea Commission secretariat in spring 2026.

Financing breakdown of the 9 billion lira program:

  • Ilbank loan: 3.8 billion lira
  • EU IPA fund: 2.4 billion lira
  • European Investment Bank loan: 1.8 billion lira
  • Municipal own resources: 720 million lira
  • Ministry of Environment transfer: 320 million lira

The scale of EU IPA financing stands out as the largest single regional allocation under Turkey's Environment Chapter for 2026.
