A New Era for Industrial Wastewater: Reuse Obligations Expand
Wastewater Is No Longer Just a Byproduct to Be Disposed Of
Pressure on Turkey's water resources has risen sharply over the past decade. Average annual usable water per capita has dropped below 1,300 m³, placing the country in the "water-stressed" category by international benchmarks. This picture is forcing the sector to abandon the view of wastewater as a byproduct simply to be treated and discharged. The Ministry of Environment, Urbanization and Climate Change's draft regulation aims to make water reuse rates a legal obligation in select industrial sectors.
What the Draft Says
The key items in the draft, opened for sector consultation:
- Mandatory water reuse plans at facilities generating 1,000 m³/day or more wastewater
- 40 percent reuse target by end of 2027 in textile, food and beverage, paper, iron-steel and chemicals sub-sectors
- Gradual transition to a 60 percent target in the same sectors by 2030
- Recovered water to be used in defined applications such as process, cooling, landscape and garden irrigation
- Annual reuse reporting through the electronic declaration system
The draft also includes corporate tax and VAT advantages, low-interest loan mechanisms and R&D support for innovative technologies to encourage investment.
Which Sectors Will Be Affected?
Water-use intensity varies among sectors expected to fall under the obligation:
- Textile and apparel: High water consumption in dyeing and finishing processes; high recoverable stream potential
- Food and beverage: Most production-line water is used for cleaning; cooling streams are priority candidates
- Paper and cardboard: Closed-loop operation is feasible in fiber washing and pulp preparation
- Iron-steel and metalworking: Significant recirculation potential in cooling waters
- Chemicals and petrochemicals: Technically more demanding but feasible with advanced membrane and thermal systems
Technological Framework
Leading technologies in plants meeting reuse obligations:
- Membrane bioreactors and sequential reverse osmosis applications
- Electrodialysis and selective ion exchange systems
- Thermal evaporation and zero liquid discharge (ZLD) systems
- Process water management integrated with rainwater harvesting
- Digital twin-based water balance and optimization platforms
ZLD systems remain attractive especially for industrial facilities in inland areas with no or limited discharge points. Although capital costs are high, rising water tariffs and increasingly deterrent fines are tilting the economic balance toward investment.
Operating Costs and Payback
According to sector analyses, reaching 40 percent reuse at a mid-sized textile plant typically requires investment of 8 to 15 million lira. With combined water tariff and discharge fee effects, payback is expected in 4-6 years. For ZLD applications requiring thermal systems, payback can extend to 8-10 years.
