Elazığ's New Treatment Plant Online

The Advanced Biological Wastewater Treatment Plant, built by Elazığ Metropolitan Municipality, has been brought into service with an official opening. The plant significantly increases the city's wastewater treatment capacity while aiming to reduce the pollution pressure on the Euphrates basin.

Plant Specifications

The plant's technical infrastructure has been designed to align with modern advanced biological treatment standards:

  • Capacity: 150,000 m³/day
  • Population equivalent served: Approximately 750,000 people
  • Technology: Advanced biological treatment (A2O process)
  • Nitrogen removal: 90 percent and above
  • Phosphorus removal: 85 percent and above
  • Sludge handling: Anaerobic digestion + biogas production
  • Disinfection: UV-based

The process design prioritises low energy consumption and a compact footprint. Effluent quality is held at a reference level suitable for reuse in agricultural irrigation.

Investment Scale

Total investment cost is approximately 2.4 billion TL. The financing mix includes central budget contribution, an Iller Bank loan and EU IPA funds. Domestic equipment use during construction was reported at 72 percent, above the average for public treatment investments in recent years.

Energy Recovery

One of the plant's most notable features is the anaerobic digestion unit on the sludge line. The biogas produced is converted into electricity and heat in a cogeneration unit. Municipal officials stated that around 30 percent of the plant's annual electricity demand will be met this way. Waste heat from the cogen system is used in sludge drying and heating processes.

Sectoral Impact

This investment is the largest-capacity advanced biological treatment plant commissioned in Eastern Anatolia in the past decade. It is a critical reference point for protecting water quality in the Euphrates basin. The plant also serves as a model for other municipalities in the region; investments of similar capacity are on the agenda for Malatya, Diyarbakır and Şanlıurfa.

Operational Challenges

Sustainable operation of the new plant requires qualified operators. As part of the investment, the municipality ran a 12-month training programme for plant personnel. Sludge handling, efficient use of the biogas system and continuous monitoring of nutrient removal parameters are the leading operational themes.

What It Means for Turkey

The Elazığ plant is a concrete example of the renewal wave that has accelerated in Turkey's wastewater infrastructure in recent years. Plants of similar capacity are being commissioned one after another across different parts of Anatolia. This trend opens a new demand window for equipment and engineering suppliers and creates long-term potential for water quality improvement on a basin basis. Similar investments to be commissioned over the next three years could allow Turkey to make significant progress in its alignment process with the EU Water Framework Directive.
