Micropollutants on the Agenda for the First Time

PFAS, antibiotic residues, hormone derivatives and microplastics initially come with measurement and reporting obligations. Limit values are expected to phase in from 2028. The approach gives existing plants time for the technological transition while building an inventory.
Sector Concerns

- Insufficient transition time: The 12-month window for installing online monitoring is considered short given equipment supply chains and lab calibration
- Cost pressure: Annual micropollutant analytics per plant is projected at 600,000 to 1.2 million TL

Sector representatives are asking for a 18 to 24 month transition and subsidised analytics from accredited public labs.
Where Municipalities Stand
The change does not affect industry alone. Municipal plants serving more than 100,000 people will face micropollutant monitoring obligations from 2027. Municipal unions stress that implementation costs need central budget support. Expansion of the Ministry's support package for municipalities is reportedly on the agenda.
EU Alignment
A key motivation behind the new text is alignment with the EU Water Framework Directive and the European Green Deal. Turkey needs to strengthen sustainability and environmental compliance criteria for industries exporting to the EU. Combined with the Carbon Border Adjustment Mechanism (CBAM), wastewater performance is gradually becoming a market access criterion for the EU.
Technology and Investment Outlook
The new regulation is expected to clear the path for several technologies:
- Advanced oxidation processes (ozone, UV peroxide, Fenton)
- Activated carbon adsorption systems
- Membrane filtration stages
- Automation and digital twin based monitoring platforms
- Spectroscopic and mass-spec online instruments for micropollutant detection
Significant investment is expected across Turkey from 2026 to 2028 in these areas. Where local manufacturing is limited, stronger incentive mechanisms remain a top sector ask.
