As the Tourism Season Opens, Antalya's Wastewater Capacity Is Put to the Test

Summer Population Strains the Infrastructure

Antalya, one of Turkey's largest tourism revenue producers, sees a dramatic population swing during the summer. Registered population along the Kemer, Manavgat, Alanya, Side and Belek corridor sits around 1.2 million; at peak season this exceeds 3.5 million. The swing forces wastewater infrastructure planning that is based on peak capacity rather than a year-round average design.

Existing Capacity and the Gap

According to data from Antalya Water and Wastewater Administration (ASAT), the province's total wastewater treatment capacity is around 950,000 m³/day. In summer, daily wastewater production climbs to between 1.1 and 1.3 million m³. That implies a capacity gap of roughly 20-25 percent at peak season. The gap is managed through temporary measures such as bypassing the primary treatment stage, routing to long marine outfalls or transferring to neighbouring basins.

Two Dimensions of the Problem

In Antalya, the capacity gap is not a standalone issue; it is intertwined with three different problems:

  • Seasonal peak: A load that roughly doubles off-season capacity
  • Geographic spread: Hotel zones strung along a long coastal strip
  • Freshwater pressure: Drinking water demand peaking at the same time, with reuse potential under-utilised

The overlap of these three dimensions in the field requires investment design centred not just on capacity expansion but also on smart management and reuse.

Investment Programme

Highlights of ASAT's 2026-2028 investment programme:

  • New 200,000 m³/day advanced biological treatment plant in Manavgat
  • 150,000 m³/day package treatment plant on the Alanya east line
  • Membrane bioreactor based modular plant installations in Kemer and Tekirova
  • Advanced tertiary treatment lines in the Belek hotel zone for use of reclaimed water in landscape and golf course irrigation
  • An additional 180 km of sewer line along the coast

Total investment volume sits at 4.8 billion TL. About half of the financing comes from Iller Bank loans, 20 percent from EU IPA support, and the remainder from ASAT's own resources and local budget shares.

A Reuse Opportunity

Tourism regions are among the most suitable geographies in Turkey for reclaimed wastewater. Hotel gardens, golf courses, landscape areas and street cleaning are uses that do not require drinking water quality but consume large volumes. The tertiary treatment line planned for the Belek area will enable 25,000 m³/day of reclaimed water use on golf courses. This represents an equivalent saving in drinking water.

Environmental Sensitivity

Antalya's coast is a sensitive zone given its marine ecosystem and Blue Flag beach status. Bypasses driven by the seasonal capacity gap pose risks for both bacteriological quality and nutrient loading. For this reason, the Ministry of Environment, Urbanization and Climate Change set up additional monitoring stations along the Antalya coastline at the end of 2025. Monitoring data is shared with the public in real time.

Sector Implications

The accelerating investment programme in Antalya opens a clear demand window for modular treatment plant suppliers, MBR membrane manufacturers, disinfection equipment and reuse line designers. Systems that handle seasonal peaks, install quickly and run efficiently are coming to the fore. Antalya is expected to set out an infrastructure model over the next two years that will serve as an example for other tourism-heavy provinces.

Antalya's wastewater problem is not just a matter of capacity. It is an infrastructure issue intertwined with the sustainability of tourism revenue, the protection of the marine ecosystem and the management of drinking water resources. The success of the 2026-2028 investments will be a valuable reference application for the sector.
